Regulation

1 - Rules

  • 1.1 - IberCup will be played in accordance with the applicable FIFA rules sections. In matters of interpretation of FIFA rules, the English text applies.
  • 1.2 - The club must be a member of a national football association that is affiliated with FIFA. In countries where football is operated by schools, we also allow the participation of teams affiliated with the football school association.
  • 1.3 - The teams are divided into groups of four, five or six teams, where all teams play in a championship system with one lap. The classification of the teams will be determined according to their points. Three points are awarded for a win, one point for a draw and zero points for a loss.
  • 1.4 - If two or more teams finish with the same number of points, the classification will be decided as follows:
  1. Goal difference.
  2. Highest number of goals scored.
  3. Results between teams (games between both) with the same number of points.
  4. Scoring the penalty kick according to FIFA rules.

In games in categories 11v11, only players who finish the game on the field are allowed to participate in the penalty shootout.

In games of categories 7v7 and 5v5/futsal all players are allowed to participate in the penalty shootout.

  • 1.5 - Playoff participation is determined by the following rules (this point may change depending on the final number of teams participating in each age category):
  • 1.5.1 - In the Cat Y and Cat Z categories, the two (2) best teams in each group advance to the Gold Playoff. The group's third and fourth positions will advance to the Silver Playoff. The other teams will advance to the Playoff Bronze.
  • 1.5.2 - In the categories Cat A, Cat B, Cat C, Cat D and Cat Q the best team in each group advances to the Gold Super Group. The group's second and third positions will advance to the Silver Playoff. The other teams will advance to the Playoff Bronze.
  • 1.5.3 - In the Cat E category, the best teams in each group and the best runner-up in the groups advance to the Playoff Gold. All other teams are eliminated.
  • 1.5.4 - The previous point can be adapted before the tournament according to the final number of teams per group and category.
  • 1.6 - In category A, all games in the "Playoff" will be decided by the Cup system, that is, by direct elimination.
  • 1.7 - A tie in the "Playoff" games will be decided by the kicking of the penalty mark in accordance with FIFA rules.
  • 1.7.1 - In games of categories 11v11, only players who finish the game on the field are allowed to participate in the penalty shootout.
  • 1.7.2 - In games of categories 7v7 and 5v5/futsal all players are allowed to participate in the penalty shootout.
  • 1.8 - In the event that a team is disqualified or withdraws during the group stage, all results will be changed to 0-3 in favor of the opponent.
  • 1.9 - In the event that a team is disqualified or withdraws during the playoff, the best qualified team in the same group will take its place (valid only for the first Playoff game).
  • 1.10 - In the event that a Playoff result has to be decided by kicks from the penalty mark, the teams may have to go to the "penalty box".
  • 1.11 - In categories B, C and D the Super Group Gold phase begins with the participation of the teams divided into groups of three, four or five, where all teams play in a championship system with one lap. The classification of the teams will be determined according to their points. Three points are awarded for a victory, one point for a draw and zero points for a defeat, applying the tiebreaker factors previously mentioned in point 1.4.
  • 1.12 - In category B, the two (2) best teams from each Gold Super Group advance to the final half (1/2) of the Playoff Gold.
  • 1.13 - In category C, the best team in each Gold Super Group advances to the Playoff Gold half (1/2) finals.
  • 1.14 - In category D, the two (2) best teams from each Gold Super Group advance to the quarter-finals (1/4) of the Playoff Gold.

According to the total number of teams, the previous paragraphs may be changed on dates closer to the competition.

 

2 - Age Classes

Boys 

  • Cat Y - born in - 2014 - 5v5 / Futsal
  • Cat Z - born in - 2013 - 5v5 / Futsal
  • Cat A - born in - 2012 - 7v7
  • Cat B - born in - 2011 - 7v7
  • Cat C - born in - 2010 - 7v7
  • Cat D - born in - 2009 - 7v7

Female 

  • Cat Q - born in - 2007 - 7v7
 

3 - Players

  • 3.1 - For Cat A; Cat B; Cat C; Cat D (Male) and CAT Q (Female); the maximum number of players per team is 14 and the minimum is 10 players. Maximum 3 responsible, minimum 1 responsible for team.
  • 3.1.1 - For Cat Z and Cat Y (Male); the maximum number of players per team is 12 and the minimum is 7 players. Maximum 3 responsible, minimum 1 responsible for team.
  • 3.2 For CAT E (Male): the maximum number of players per team is 22 and the minimum is 16 players. Maximum 4 responsible, minimum 1 responsible for team.
  • 3.3 - All players must be able to prove their age and identity.
  • 3.4 - We recommend that all players wear the same number on the player's shirt throughout the tournament.
  • 3.4.1- In football competitions of 11, no team can use more than 22 players in a game.
  • 3.4.2 - In football competitions of 7, no team can use more than 14 players in a game.
  • 3.4.3 - In 5v5/futsal competitions, no team can use more than 12 players in a game.
  • 3.5 - In substitutions during the game, players (a) must follow the following rules:
  • 3.6.1 - A player who is substituted can re-enter the game.
  • 3.6.2 - Substitutions can be made without the game having to be stopped.
  • 3.6.3 - All substitutions are made in the technical area of ​​the team. If there is no defined technical area, the substitution will be made on the midfield line.
  • 3.6.4 - The player can only enter the field when his teammate is outside the legal area of ​​play and only after the referee gives permission.
  • 3.6.5 - All substitutions made incorrectly will be penalized with a yellow card.
  • 3.6.6 - Bear in mind that in the substitution of goalkeepers (a) the game must be stopped and the referee informed.
  • 3.7 - A player can represent the same club in several categories, but the same player cannot represent a different team that is in the same category.
  • 3.7.1 - If a player represents a club in different categories, the player must be registered in all registration forms of the teams in which he will participate.
 

4 - Playing Period

  • 4.1 - Male Cat E;
     - Group stage, Super Groups, Gold, Silver and Bronze Playoff - 2 x 25 min.
  • 4.2 - Male  Cat A, B, C, D and Female Cat Q;
     - Group stage, Super Groups, Gold, Silver and Bronze Playoff - 2 x 20 min.
  • 4.3 - Male Cat Y and Z; - Group stage, Super Groups, Gold, Silver and Bronze Playoff - 2 x 13 min
  • 4.4 - 2 min INTERVAL - In all games in all categories.
  • 4.5 - In the event of a tie in the Playoffs, the games will be decided by kicking the penalty kick in accordance with FIFA rules.
  • 4.5.1 - In 11v11 matches, only players who finish the match on the field are allowed to participate in the decision by taking penalties.
  • 4.5.2 - In 7v7 matches all players are allowed to participate in the decision by taking penalties.
 

5 - Match Details

  • 5.1 - Game Card:
  • 5.1.1 - In all games it is mandatory to fill in the game cards.
  • 5.1.2 - All players registered in the tournament must be included in the game form. If an athlete is not on the registration form, it cannot be used in the game. Go to Office IberCup to resolve the situation.
  • 5.1.3 - The game card must be handed over to the referee before each game.
  • 5.1.4 - The team manager must confirm the numbers in the list of players (as) for the game on the mobile app held by the field manager, before the game starts to avoid any error regarding the incidences of the match.
  • 5.1.5 - The number on the shirts of each player (a) must be the same as each player (a) has on the game sheet.
  • 5.1.6 - All players listed on the game sheet are considered to have participated in the game.
  • 5.1.7 - Random checks of the lists of team members will be carried out.
  • 5.2 - Player Equipment:
  • 5.2.1 - The number on the shirts is MANDATORY.
  • 5.2.2 - The number of players on the game sheet must be the same as the numbers on the jerseys of the players.
  • 5.2.3 - All shirts must be numbered and the numbers correspond to those on the game sheet.
  • 5.2.4 - The numbers must appear on the back of the shirts.
  • 5.2.5 - Two (two) players cannot use the same number in the same game.
  • 5.2.6 - No player can change numbers during the same game.
  • 5.2.6.1 - Failure to comply with this rule will penalize the player with a yellow card and the player will have to leave the game to wear the appropriate shirt.
  • 5.2.6.2 - The player may only enter the game when he or she is properly equipped and with the referee's consent.
  • 5.2.7 - If the teams use the same color of equipment, it will be the team that appears in the official match schedule in first place to change equipment.
  • 5.2.8 - The use of shin guards is MANDATORY in games.
  • 5.2.9 - The use of an aluminum lock is only allowed for goalkeepers of the football category 11 on natural grass fields. All other players are prohibited from wearing this type of boot. The use of aluminum studs in artificial grass fields is strictly prohibited.
  • 5.3 - Before and after the games:
  • 5.3.1 - All teams must be prepared close to the field never after 15 minutes for the start of the game with the players' documents for the age control.
  • 5.3.2 - The person in charge of the team will have to make sure that his players are properly insured.
  • 5.3.3 - Teams are responsible for the conduct of their supporters and family members during the games.
  • 5.3.3.1 - Teams may lose a game if the referee decides to end the game based on the verbal violence of their family members or supporters towards the referee.
  • 5.3.3.2 - Teams may be expelled from the tournament in their first incident based on the conduct of their family members or supporters towards the referee or the other team.
  • 5.3.4 - All officials or coaches will have to sign the game form immediately after the end of each game. Failure to do so will result in a notification from the IberCup Jury.
  • 5.4 - Balls:
  • 5.4.1 - Size 4 balls will be used in all football categories 7. Soccer category 11 will be size 5 balls and for 5v5 / futsal balls will be futsal balls.
 

6 - Team List - Age Control

  • 6.1 - All teams must send the registration form 20 days before the tournament. After that date we will charge an additional cost of R $ 30 per player.
  • 6.1.1 - If a team has a rooming list to send, IberCup management must receive it 20 days before the tournament. After this date we will charge an additional cost of R $ 60 or person.
  • 6.2 - The age control of the players will be carried out through the list of players previously sent to our organization, through the following procedures:
  • 6.3 - The team leader must bring all documents for accreditation (valid passport or valid players identification document).
  • 6.3.1 - For teams traveling by plane, bus or car to the IberCup tournament office on arrival before check-in in the accommodation option.
  • 6.3.2 - For teams traveling by bus or with their own vehicle, after having checked in to their accommodation.
  • 6.3.3 - For local teams without accommodation, the team leader must go to the IberCup office 2 days before the tournament starts. The organization strongly recommends that those responsible carry out this accreditation 2 days before, because the accreditations carried out the day before usually have huge waiting lines.
  • 6.3.4 - Only the team leader needs to be present at the accreditation to collect the participant cards, bracelets and important information.
  • 6.3.5 - Players do not need to be present for age control on this day.
  • 6.3.6 - Those responsible must be present on that day at the IberCup office and present the identification of the players registered on the registration form, otherwise, their teams cannot play the first game and will lose 0-3 in favor of the opponent.
  • 6.3.7 - If the team leaders do not perform accreditation in the tournament office, the teams will NOT be able to participate in the first game.

6.4 - The teams need to have a valid identification of the players in all games.

  • 6.4.1 - Age control with a random check can be done at any time.
  • 6.4.2 - Each player must wear his identification bracelet around his wrist for age control on the field.
  • 6.4.3 - This age control will be carried out through the list of players and with the presentation of a valid identification document.
  • 6.4.4 - The team official must confirm the numbers in the list of players for the game on the mobile app held by the field official, before the game begins to avoid any error regarding the incidences of the match.
  • 6.5 - Valid documents are:
  • 6.5.1 - For teams in Brazil we accept the player card of the football association to which they belong or the RG.
  • 6.5.2 - For foreign teams we accept only the identification of players with valid identification (legal card from a governmental and plasticized institution). This card must have the full name, photo, identification number and date of birth. This document must always be present with the player's passport. Players traveling from countries where there is no requirement to present a passport to enter Brazil, the organization will only need a valid identification card (legal card from a government and plasticized institution).
  • 6.6 - All teams must be prepared to start the game at least 30 minutes before the start of the game. This period will serve to confirm the age of the players with the IberCup officials.
  • 6.7 - Teams that do not present the game card 15 minutes before the start of the game are attributed a loss of 0-3 in favor of the opponent due to no show.
  • 6.8 - Teams featuring players who are not on the registration form can be excluded from the tournament.
  • 6.9 - If the same club competes with two teams in the same category, players from those teams may NOT switch teams.
  • 6.10 - If any player plays for another team in another category of the same club in the tournament, the team where that player is not registered will be penalized with a 0-3 no-show.
  • 6.11 - Bracelets:
  • 6.11.1 - After accreditation, all players must wear the identification bracelet around their wrist.
  • 6.11.2 - The bracelet associated with each player corresponds to his profile during the tournament. It was designed with the aim of:
  • Random age control during games.
  • Control of meals.
  • Connection to medium platforms.
  • Emergencies.
  • IberCup Social Network.
  • Input control
  • Cashless Payments
  • 6.11.3- Identification bracelets MUST be worn throughout the tournament.
  • 6.11.4 - If any player loses his bracelet he will have to go to the tournament office to perform the age control once again before the next game is played.
  • 6.11.5 - The player will NOT be allowed to participate in the next game without the identification bracelet.
  • 6.11.6 - The player will NOT be allowed to access the cafeterias without the identification bracelet.
  • 6.11.7 - The bracelet is personal and non-transferable.
 

7 - Special participation authorizations

  • 7.1 - In the men's 11 football categories, two players per team will be automatically authorized to participate, who are no more than one year older than the age of these categories allows.
  • In the female categories, four players per team are allowed to participate who are at most one year older than the age of these categories allows.
  • 7.2 - Bear in mind that you cannot use more players older than the regulated age, even if you switch between games.
  • 7.3 - These authorizations only apply to the football categories of 11.
  • 7.4 - In the football categories of 7 and 5v5/futsal, no special authorization will be automatically accepted.
  • 7.5 - Special authorizations for the football categories of 7 can be considered, but for this you must contact IberCup.
  • 7.6 - For the male football categories of 7 and 5v5/futsal, 2 female players 1 (one) older are automatically accepted.
  • 7.7 - For the female football categories of 7, four (4) players 1 (one) older are automatically accepted.
 

8 - 7-a-side Rules

  • 8.1 - The categories Cat A, Cat B, Cat C, Cat D and Cat Q play 7-a-side football (one goalkeeper and six field players).
  • 8.2 - The offside rule does not apply in the categories Cat A, Cat B and Cat C.
  • 8.2.1 - The offside rule applies in the Cat D category, but only between the end line and the goal line.
  • 8.3 - It is not allowed to pass the ball to the goalkeeper and he or she grabs the ball with his hands.
  • 8.4 - The goal kick will always be taken from the ground, with the ball placed in any point that delimits the small goal area.
  • 8.4.1 - Opponents remain outside the goal area until the ball is played - when the ball is outside the goal area.
  • 8.4.2 - In goal kicks, the ball comes into play as soon as it is kicked and moves clearly (no need to leave the respective penalty area).
  • 8.4.3 - If the player misses the goal shot from the ball outside the goal area, the goal shot is repeated.
  • 8.4.4 - Teammates may be inside the penalty area but may not touch the ball as soon as the kick is made.
  • 8.4.5 - If the opponents enter the penalty area before the ball is kicked, the move will be repeated.
  • 8.5 - If a player takes a red card he can be replaced by another player.
  • 8.6 - In penalty shootouts, goalkeepers cannot be substituted.
 

9 - Futsal Rules

10 - Match Fields

  • 10.1 - All playing fields are made of natural or artificial grass.
  • 10.2 - The football fields are distributed by CEPEUSP.
  • 10.3 - In case of bad weather conditions, some games can be decided by kicks from the penalty mark or coin in the air.
  • 10.4 - In bad weather conditions some games can be decided by kicking the maximum penalty mark or coin in the air.
  • 10.5 - Other fields may be used, if the number of teams is much higher than expected.
 

11 - Match Program

  • 11.1 - The organization committee has the right to change the groups, times and fields, until the 1st day of the competition.
  • 11.2 - The organization committee also has the right to change matches, times and fields, during the competition.
  • 11.3 - In case of any changes team leaders will be promptly informed.
 

12 - Referees

  • 12.1 - All referees are members of a football association in their country.
  • 12.2 - The arbitration coordinator during the tournament will be available at the IberCup office.
  • 12.3 - All games in 7v7 and 5v5/Futsal competitions have 1 referee.
  • 12.3.1 - For the semifinals and finals of the Playoff Gold, in category D, the organization IberCup may, if it is possible to have in addition to the referee, two assistants.
 

13 - Tournament Jury

  • 13.1 - The Tournament Jury consists of representatives of Referees Abroad.
  • 13.2 - The Jury deals with protests, punishments and unforeseen situations.
  • 13.2.1 - All situations that occur are always analyzed according to "Fair-Play".
  • 13.3 - The decisions of the Tournament Jury have no appeal. Note that the decisions made may not correspond to FIFA rules based on Fair Play.
  • 13.4 - In case of protest you will have to pay a deposit of  R$350.00 payment which will have to be made in the "IberCup office" (it may be an "IberCup office" in the fields).
 

14 - Protest and Sanctions

  • 14.1 - All protests must be submitted in writing by the team leader and delivered to the jury within a maximum of 90 min after the end of the game.
  • 14.2 - Protests must be delivered to the tournament office.
  • 14.3 - A protest fee of R $ 350.00 will be paid. This fee will only be refunded if the protest is approved.
  • 14.4 - Protests based on arbitration decisions will not be accepted.
  • 14.5 - Suspensions and Punishments:
  • 14.5.1 - Any player who receives a red card is automatically suspended from participation in the next game.
  • 14.5.2 - The tournament jury may decide whether the suspension will be for more than one game in the event of a direct red card.
  • 14.5.3 - The Tournament jury may decide to decriminalize a player who has received a red card. The decision must be sent in writing.
  • 14.5.4 - Only if a player is suspended for more than one game will this information be given in writing.
  • 14.5.5 - Yellow cards are not accumulated.
  • 14.5.6 - If a suspended player plays a game, that suspended player's team automatically loses the game by 0-3.
  • 14.5.7 - Serious infractions will be reported to the football federations of the corresponding countries.
 

15 - Walk Over

  • 15.1 - If a team does not attend a game without a valid reason, that team may be awarded a 3-0 loss, but only after a decision by the jury.
  • 15.2 - If a team does not appear in time for a game due to transportation delays caused by traffic or other force majeure, the jury may decide to delay the game (maximum 10 min) until the teams arrive, or reschedule the game. new for the same day.
  • 15.2.1 - In exceptional cases, and, accepted by the organization, the waiting time can be extended.
  • 15.3 - If a team repeatedly fails to appear at the games, the team concerned may be excluded from the tournament.
  • 15.3.1 - In special cases, the tournament jury may decide to exclude a team in the first offense, if it finds that this offense was deliberate for self-benefit and unfair to another team in the group.
  • 15.4 - If a game is interrupted for some reason and cannot be played until the end, the jury will decide on these 5 alternatives:
  • 15.4.1 - If the game has to be repeated from the beginning.
  • 15.4.2 - Whether the game will be restarted from the minute it was stopped.
  • 15.4.3 - If the result at the time of the interruption, it will be decided as the final result.
  • 15.4.4 - If one of the teams wins 3-0.
  • 15.4.5 - If both teams lose 0-3.
  • 15.5 - If a team does not attend the last game of the group, without a valid reason, it can be eliminated or disqualified for the Silver or Bronze playoff, but only after a decision by the jury.
 

16 - Standards of Conduct

  • 16.1 - Team leaders are responsible for the behavior of their players in the event of damage to sports facilities, changing rooms, accommodation, transportation or other facilities.
  • 16.2 - In case of damage, the responsible person must immediately contact the organization's staff.
  • 16.3 - In case of doubt in the interpretation of the tournament regulations, you should contact the organization's staff directly.
  • 16.4 - The silence must be respected in the accommodations between 23:00 and 8:00.
  • 16.5 - Meal times must be respected. Teams may miss their meals if they arrive late. In the event of a game or transportation delay, you must inform the organization of this situation.
  • 16.6 - It is forbidden to travel on any transport without a shirt.
  • 16.7 - Disregard for these rules will be analyzed by the tournament organization and may result in exclusion from the tournament and accommodation.
 

17 - Insurance and Responsibility

  • 17.1 - Each player must have medical insurance.
  • 17.2 - Make sure that all your players are insured on and off the field of play.
  • 17.3 - IberCup does not have any group insurance, protecting participants in case of injury, illness, theft or damage to property and is not responsible in any way for accidents, damages or economic losses that may arise in the case of war, war events, civil war, revolution or civil unrest, or because of the actions of the authorities, strikes, blockades, natural disasters, epidemics or similar events. These problems will be solved under the teams' own responsibility and are not the responsibility of IberCup or the local organization.
  • 17.4 - Participants from countries that do not have a medical insurance contract with Brazil must have personal medical insurance.
 

18 - Permissions to Participate in IberCup

  • 18.1 - All foreign teams must ask their football federations to send a letter of authorization to IberCup (info@ibercup.com) in order to participate in the tournament. In countries where football is organized by football schools, the organization also allows the participation of teams from these countries affiliated with football schools, in which case they only need to send a letter of authorization from the club or school.
 

19 - Water for the matches

  • 19.1 - The IberCup organization will provide teams with water for games during the competition.
  • 19.2 - Entry with water into the complex is prohibited for all participants.
  • 19.3 - You can always buy water on site.
 

20 - Changing rooms

  • 20.1 - Teams must leave their quarters already equipped for the game. Local teams will not be able to have changing rooms due to the high number of teams.
 

21 - Bath and Showers After the Matches

  • 21.1 - Teams must shower at their place of accommodation after returning from their game.
 

22 - Parents and Supporters Conduct

  • 22.1 - Teams are responsible for the conduct of their supporters and family members.
  • 22.2 - Teams may lose a game if the referee decides to end the game based on the verbal and violent bad behavior of their family members and supporters towards the referees.
  • 22.3 - Teams may be expelled from the tournament in their first incident, based on the verbal and violent bad behavior of their family members and supporters towards the referees or towards the other team.
 

23 - Match Balls

  • 23.1 Size 4 balls will be used in all categories of football 7.
  • 23.2 For 5v5/futsal, it will be an appropriate soccer ball for futsal.
  • 23.3 The football category 11 the balls will be of size 5.
 

24 - Loss or Theft

  • 24.1 - The organization assumes no responsibility in case of theft of sports equipment or personal belongings of the participants in the accommodation or in sports facilities.
 

25 - Guest Players

  • 25.1 - Each team will be allowed to have invited players, who are duly registered through their State Association, Federation or any other affiliated organization.
  • 25.2 - Players cannot play for more than one team in the tournament.
  • 25.3 - It is the responsibility of the individual athlete to join a club as a guest player.
  • 25.4 - The tournament does not have a system to manage this for each player.
 

26 - Organizer
